Becoming a Licensed Farm Labor Contractor in California

State Licenses

Under California law, the following individuals or organizations are considered "farm labor contractors":

Under the California labor Code, any person acting as a farm labor contractor (FLC) is required to be authorized and keep their state license current. The Department of Labor Standards Enforcement of the Department of Industrial Relations issues licenses for Farm Labor Contractors. Federal Registration

The federal Migrant and Seasonal Agricultural Worker Protection Act (MSPA) requires individuals and companies to register with the U.S. Department of Labor in order to legally operate as a farm labor contractor. There are special registration requirements for farm labor contractors that intend to house, transport, or drive a migrant or seasonal agricultural worker. Federal Farm Labor Contractor Certificates of Registration must be renewed each year; applications may be submitted for renewal up to 120 days from the expiration date and should be submitted at least 30 days in advance.
